← All guidesFlorida Vendor Bid System, explained: how the state's bid board works
The Vendor Bid System — VBS — is the State of Florida's official online repository for competitive solicitations. Run by the Department of Management Services (DMS) and tied to MyFloridaMarketPlace (MFMP), it carries Invitations to Bid (ITB), Requests for Proposals (RFP), Invitations to Negotiate (ITN), single-source notices, and agency decision postings from state agencies. If you want to sell to the State of Florida, VBS is the board you watch.
What VBS is — and what it isn't
VBS advertises state-level solicitations. It does not carry most county, city, or school-district bids — those live on each buyer's own portal (Miami-Dade's Strategic Procurement pages, Broward's BPRO, district procurement sites). Some local governments do post into VBS, but treating VBS as the whole market is the classic beginner mistake. Think of it as one large board among several.
How advertisements are organized
Each advertisement carries the agency name, an advertisement number, the solicitation type, commodity codes describing what's being bought, and open/close dates. You can search advertisements without an account through the vendor portal — select an agency or commodity, and the current advertisements come back with their documents and deadlines. Advertisement numbers are the citation that matters: reference them in every question and on your submission.
Getting notified instead of refreshing
Vendors who register free in the MFMP Vendor Information Portal (VIP) choose commodity codes on their profile, and the state emails notices when solicitations post against those codes. Your code selection is destiny: too narrow and you miss adjacent work; too broad and your inbox drowns. Review your codes twice a year. And remember the state's own notices cover only state advertisements — county, school, city, and federal matches need their own watching, which is exactly the gap BidPelican's patrol exists to close.
Reading an advertisement properly
Open the advertisement, then open the documents. The advertisement page gives you the deadline and the contact; the documents give you the scope, the terms, and the submission rules. Watch for addenda — agencies post them to the same advertisement as the process runs, and they can move deadlines or change scope. BidPelican re-verifies its listings daily for the same reason: a stale deadline is worse than no deadline.
